The relatively long shutter speed is chosen precisely so that the falling rain forms streaks, while the drops forming on the materials remain easily recognisable.
The glow of the lamp reaches only so far through the rain, but gives an atmospheric golden illumination to the whole. Very vaguely, barely hidden from the darkness, some pine trees can be discerned in the background.
