You could be forgiven for thinking that a fine web of silk thread is hanging from a rock face.
But no, it's the drops of water flowing down a waterfall.
The picture was taken in winter, when most of the water was frozen and the last of it flowed down the high rock face. The rock face is also slightly offset so that it flows down as if on steps.
The exposure time was chosen just right so that it doesn't look completely washed out, but the structure of the water can still be recognised.
The rather dark background really emphasises the water.
