No, this is not a filter; little to nothing has been photoshopped about this photo. It was simply the weather conditions on the morning of October 8, 2021. At street level, the fog has cleared but a little higher above the city, there are still some patches of fog hiding the tops of the residential towers from view. But we do see the blue sky emerging; it promises to be a sunny day.
The Wijnhaven, which we see here, is one of the oldest harbors in Rotterdam, created at the beginning of the 17th century as part of the Waterstad. The buildings along the harbor did not survive the bombing of May 14, 1940; modern high-rise buildings such as residential tower 100 Hoog, pictured right, now stand here. The harbor itself is mostly home to historic ships, such as the white coaster in the photo.
