In 2004, the Historic Towage Foundation was established. It was a collaboration between the National Tugboat Museum, steam tug Furie and the museum ship Hudson. The main activity was the purchase and management of a common exhibition stand. At that time, there was no question of a physical museum port.
After the arrival of the seagoing tug Elbe in 2005, the Maassluis municipality gave its approval to partly designate the town's harbour as a museum harbour for historic tugboats and salvage vessels. In 2007, the name of the foundation was changed to Stichting Sleepboothaven Maassluis and the salvage vessel Bruinvisch was added to the port fleet.
In 2016, through the mediation of Stichting Maritiem Erfgoed Maassluis, the former Europoortsleper Steenbank, which was due for demolition, was added to Sleepboothaven Maassluis. The coastal tug Tonijn was also added to the museum port in 2016.
