These are the lamellae of a gilled mushroom, in this case of the common fly agaric. It is red on top with white dots, but milky white on the underside with lamellae running out from the stem. Between the lamellae form the spores. The lamellae are not all the same length. Some are shorter. I found this fly agaric in National Park Utrechtse Heuvelrug.
