This is a typically Dutch scene: two Dutch peasant women are sitting next to each other in the sun. They both have a shopping basket with them: they are apparently going shopping or have just done so, which is not entirely clear to the viewer. That the peasant women are from Holland can be seen by the clogs they are wearing. Clogs and Holland are inseparable.
Every region in Holland has its own traditional costume. Volendam, Marken, the Zaanse Schans, or the areas of Holland that are less known to foreign tourists, such as the Achterhoek or Twente: you can recognize the origin of the person wearing them by the costumes.
What makes this photo attractive is the story it tells: the woman on the left initially seemed to be in conversation with the woman on the right, but she fell asleep at an unguarded moment. The conversation was apparently not interesting enough for her, or indeed, even somewhat sleep-inducing! The right woman's facial expression speaks volumes for the viewer: she looks somewhat indignant.
