The historic ships in the foreground, located in Rotterdam Wijnhaven, are leading the viewer into confusion. If not the little tower on the left side of the photo, once part of the old Willems (railway) bridge, does so. But the new Willemsbrug, with its two striking pylons, was not built untill 1981. In other words, this is not a real vintage postcard but a digitally aged recent photo.
