Because of the flamboyant beret it was once thought to be a painter, for example Gerard Dou or Ferdinand Bol, pupils of Rembrandt. But it's probably Peter Sylvius, a full cousin of Rembrandt's wife Saskia. Sylvius was a pastor and was called to Friesland in 1637 to lead a congregation there. His departure was probably the reason for this portrait.
