The first Norwegian settlement in Grense Jakobselv was founded in 1851. The Norwegian people wanted their own chapel. Moreover, after the border agreement of 1826 there was still disagreement between the Norwegian authorities and the Russian fishermen about the national border. After reporting several violent clashes between Norwegian officials and Russian fishermen, the county official in Finnmark had sent a warship to the area to prevent border violations. The Ministry of the Interior wanted an independent assessment and sent Captain Lieerdahl to check the case. Heyerdahl did not agree with the opinion of the governor of the province to solve the problem and instead proposed to place a church visible from the sea on the site because the Russians respected churches and chapels.
