Philogène Charles Tschaggeny (Brussels, 26 May 1815 - Saint-Josse-ten-Noode, 12 June 1894) was a Belgian painter of genre scenes, animal pieces and naves who followed the Romantic period. The painter specialised in animal painting. In 1839, he spent some time in Antwerp, where he perfected his skills at the art academy. By 1840, Tschaggeny's name was already established as a specialist in painting horses. He became a member of the Royal Academy in 1865.
