The sun's rays come from behind a dark cloud, casting their rays across the sky. Those are called Jacob's ladders, after the patriarch Jacob who mistook those rays for steps to and from heaven. You can often see Jacob's ladders as long as there are gaps in the clouds and that they slowly pass in front of the sun. Then you have a spotlight to the ground, or else bright rays of light from behind a cloud, as you see here.
