This is a bulrush whose lint, the seeds, did not blow out. There was actually no storm in the autumn and winter of 2022-23, tthat blew everything bare. So the old lickspots are just still waiting in the sun. Perhaps for the new season to try again. This specimen was illuminated by the bright white winter sun, and the lifted tufts give it an airy hairdo as a result. The mallow is found mostly along wetlands, along ponds, lakes and canals, and is common. Likes sunshine and varying temperatures.
